I'm not really up on irrigation stuff.... but in terms of fire pumps you need a good deal more than you're going to get from a single phase service. 650 gpm at 150 psi puts a modest load on a 427 powered truck.
We also use Honda powered portables that will make 150 psi/175 gpm and those are ~20 hp twins. Long story short... if you need to make that kind of pressure or near it I think you're going to want many times the power you have available. If you don't need that pressure or can get by with far less flow you will get away with it.
