We have the political township maps for all of the counties from the 2006 Tiger data, and have converted them to shapefiles.  You can download a zipfile of several shapefiles for each county, and extract the the shapefile that has a  "ccu" as part of its name.    The downloads are fast and free, but you would have to go through doing each one.

After you have them all extracted, if you wanted, you could glue them back to gether with the JDOBoundary tool that has a really nice "merge" feature.
