That's a tough one. If soil temps were below 50F then microbial activity was about nothing (not much nitrification). Usually we get worried when we get 12" rain in the spring and the soil is warm. It's hard to tell this year. Soil N tests are a little new, but would likely be good enough if your N was about gone.
