I've done oats now for 30 years. They are not a nice simple easy threshing crop. If at all possible try to cut them when the head is dry and the straw just "not quite", dry straw, dry grain, and the extreme light test weight of oats can make for a seperating "education", in short getting the grain OUT of the straw and keeping it in the machine can be interesting to say the least. A 32# bushel weight does not take much "air" to blow grain out the back, and with just a touch less air the grain will simply ride out with the chaff. If the 9660 book is as good as the 9550 walker machine book, the book settings are very good starting points.
On my F Gleaner I found that slowing the fan to the minimum setting was "enough" air.
