The state governments control water rights now all over the Western part of the US. It is a matter of controlling a scarce commodity. Do you want your neighbor to drill a well and then suck your domestic, stock or irrigation well dry? Or pump the ditch dry before it gets to your property?
All those center pivots sprouting up all over the Eastern part of the country are bound to have repercussions when the water tables start to drop. And folks "back east" are going to learn about "water rights." and all the rules and regulations that go with them.

As Mark Twain said long ago, in the West "whiskey is for drinking and water is for fighting over." Seems the problem is moving east.
