If that 1/3 brake shoes is going to still last you 30 years untill the seal leaks again I would use lots of Brake cleaner and put it back together. As far as the Drum goes if there are no cracks and its still legal and where your cam will not over cam before the shoes wear out then clean and reuse. Remember a new drum is a used drum as soon as you hit the brakes the first time.
