Dead calm, or just calm to the anemometer? 1 mph is enough to stir that ground boundary layer and minimize radiant cooling, while it takes 3 mph to move an anemometer.

And with 1 mph at the surface there can be 6 to 10 mph at the hub height on the wind turbine to let it turn (but not produce any where near rated power).
