Depends on what you want to do. Galveston has lots of things to do (they cater to tourists) and Houston is only an hour drive away, NASA even less. Safe, well as safe as any city in my opinion. Houston you need to be careful, I don't normally carry on me but I do have iron in the vehicle. I don't go wandering around after dark either.

Corpus also has things to do, Texas State Aquarium (so-so) and Lexington aircraft carrier. Port Aransas and Padre Island on either side of Corpus. King Ranch and King Ranch museum is in Kingsville about an hour away.

Brownsville is too close to Mexico & the Mexican drug traffic for my liking, IMO you better be packing some iron if you venture south of Kingsville or into south Texas.

If fishing is your thing, lots of locals go to Port O'Conner or Matagorda Bay.

As for cost, I don't know, been 4 years since I stayed on Padre Island just south of Corpus, IIRC was over a hundred bucks for a hotel not on the beach.
