Herd districts were established here mainly in the 1920's and they along with annexations cover a large majority of the county. To annex ground into a herd district you need to have the support of the owners of 55 percent of the proposed annexation. To get this done you need to have the county attorney and county commissioners interested in moving the process along. You also have to have a brand inspector who has not been retired on the job for the last 15 years. Open range makes his job easy and he gets paid the same. My first career was spent in a job where people depended on and trusted each other with their lives. It is foreign to me that my neighbors would take advantage of an antiquated system to force us to subsidize their operation. They own tens of thousand of acres and haven't replaced a single mile of fence in 25 years both in and out of a herd district.
