They're the same horse, the 28 just includes some water. 28 will remain in solution at lower temperatures then 32 so that can be important when topdressing wheat sometimes. 32 will start to precipitate out at around 35 degrees. 32 should be cheaper to use because you aren't paying to have water hauled from the terminal to your tank.
