Check the seat switches with an Ohlm meter, They should have 0 resistance when they are pressed. It only takes one of the two switches to be pressed to activate the system. Like mentioned, check fuses.....seat interlock relay and seat wires harness......but it sounds most likely your instrument panel is bad.
