That button/light setup is for the engine diagnostics for the Quads. Quads used a semi-electronic engine control that Cummins referred to as Centry. The engine is mechanical with an electronic governor that sits right above the injection pump. The idea was that you could hold the button down and the light would flash 3-digit fault codes to aid in engine troubleshooting.
