What happens to diesel fuel when it sits 5+ years?

Have a tractor that never gets used and went to move it and it wouldn't start so I inspected the fuel and the bottom of the tank has about 5 inches of a tar like substance that is really thick. Last time it had any fuel put in it it was B-11. When I stuck the tank there was probably a foot or so that appeared to be regular fuel and then it hit the thick substance and I knew something was wrong.

So does this happen to fuel that sits 5-6 years or did somebody put something in my tank?

This stuff is black and smells almost like paint. Not sure what to do with it. I don't think I can even get it to drain out of the tank it is so thick.
