Put the control valve in the center of it's range and unplug the connector. I assume this is a Standard Valve system. When you open the master, does it give you a stable rate? If you speed up does the rate go down and when you slow down does the rate go up? If everything is smooth there, it's the control valve hunting for the rate. If that is all over the board, I expect you have vapor going through the flowmeter.
