In this movie, this character kidnaps overweight women and forces them into this well in his basement where he starves them until their skin is loose. He then kills them, skins them, and wears their skin to he can be a "woman". He refers to his victims as "it" rather than a person. When he says "It rubs the lotion on its skin", he is ordering her to put the lotion on, presumably to keep her skin soft and pliable.
I assume that Land_Surfer is comparing the owners/moderators of this site to this character - comparing how they treat users as "its" that they want to control.
