I would go with 6" 4000psi concrete with 1/2" bar on 18" centers. Would be 90 yards. In Texas we are paying $110 a yard, rebar is like $5.50 for a 20 ft stick, so under $2k would get you the bar. Place and finish will run around $.80 to $1.00 a sq.ft.
