Just a guess, but it sounds like the agronomist or secretary at the office is slow to put the bill together. From there the accounting system is all computerized aka automated. So even if they waited until 2/19 to enter the information for a service performed in January (Jan 19th/20th) it would say it is (was) due Feb 5. and the penalty starts from there.
