A C-SD or Std (standard) valve has only 2 wire leads. You apply 12 volt to 1 and ground to the other to make it move, then swap to reverse.
From the voltage reading it sounds like your Field IQ is outputting controlled voltage for a Fast or Fast-Close type valve which have an external 12 volt power supply.
