I think a phase converter is required to do what you want. A frequency drive allows you to spool the motor up slowly, so as to avoid a pressure spike for example.



Not sure about 60hp, but I have a VFD driveing a 25hp 3ph motor off 1ph power. One needs to tune the vfd to a specific motor so they are not as easily swapable as the phase converter.
