| I assumed this guys controller had the little sensor that felt when the truck started to stop. (like a G force meter). Or pendulum. they have a self leveling device so when you are going up hill or down, it will compensate. when you apply your truck brake, a little contact swings foward, completing a circuit. thereby sending brake voltage down the wire to the trailer brake. the harder it hits the contact, the more voltage is sent to the brake. All I could imagine for this type of surging, was a faulty sensor, because he stated that it only happened while acceleration, or slowing. (coasting, not braking)
That's why I said to disconnect the trailer plug and see if it makes any difference. He might of mounted the controller wrong, didn't wire it properly, or the dang thing might not be calibrated.
