NW Washington | Check out the Rick Steves site. Good info on touring Europe and not going broke. I think a lot is going to depend on what she is interested in or want to see. Europe can get crowded during the summer at popular tourist spots.
Rome is always good, especially if you are a good Catholic. Or Paris, London, Berlin. Lots of places to see and good transportation between sites.
