There were quite a few serious accidents on the main highway around here years back when elderly drivers stopped to turn left into their driveways like they had always done. The trouble was that the traffic was heavier and going faster so it wasn't safe to be parked out there in the main driving lane with traffic coming up behind at 60 mph. That's one of the lessons drivers learn after they've been driving for a while, its called accident avoidance, don't put yourself in that position if you can help it. And to avoid it means that you need to check your mirrors to see what people behind you are doing, especially if you are slowing your speed rapidly.
Passing on the right here is only allowed where they have a bypass lane. I have seen cops give a ticket to drivers who used the shoulder or the right turn lane to go around people who were stopped to turn left at an intersection. My view is that the driver who stops to turn left has some responsibility for not creating a hazard, but thats not the way the law is written.
