Insurance along with regular gov. payments do not help the big or small farmer more or less. It helps farmers (big or small)the same. I would like anyone here to try to explain how this helps big farmers more than small ones. There are payment limits on big farmers. So if anything it helps the small farmer more. Its no wonder the public doesn't understand, people on a agtalk don't seem to understand.
