I believe most of the VTOLs require more fuel burn for a vertical TO (or landing) than for a running TO. Therefore, after a heavy VTO, they might have to air-refuel if going very far. The catapult probably saves a lot of fuel burn for the VTOLs. Also, it is less dangerous, I think.
