Oh yeah Ken, it is the law and the Conservation District's are being pommeled with it from DEP.  NOW, haveing a plan and following it are two different things.  Will your nieghbors ever get in trouble?  That mostly depends on the tenacity of your CD and/or DEP.  But, the pressure to implement the plan is greater all the time.  EPA is watching very closely, particularly in the Chesapeake Bay watershed.
