My understanding of Herman Cain's tax proposal is that there would be a 9% tax on goods sold to a consumer.  So the tax would be collected by the L/G dealer when he sold the tractor to the dentist.  It would be the obligation of the dealer to send in the 9% consumer tax to the U.S. government.  Herman Cain is not talking about a value added tax which you are referring to.  Again, if the dentist and the dealer traded goods  for services there would be no sales tax involved.
