Search for "Clemson Beaver Pond Leveler", it releases water without causing any detectable flow that alerts the beaver to raise the dam. As several have noted, they are persistant and will return to a suitable location.

The Tuscola County Drain Commission in Michigan hired professional dynamiters to remove a dam that was flooding a horse pasture on a farm, after many attempts to persuade the beavers to move, they did. They moved further upstream and built a new dam. This time the over flow came down the other side of the ditch and flooded across the farmers driveway, lawn and a tiled field on its way to the county drain. The attempt to move the beaver ended up causing a larger problem.
