If you aren't locked into no-till, then turning as much of the residue as possible into the soil helps. That used to be one of our control measures in Southern Ohio prior to No-Till. Chiseling did help but not as much as turning it under. The more residue from Anthracnose you have on top the more likely you are to have problems with it again.

As noted, the fungicides can help with the issue also.
