Looks to me like this would be begging for a delayed effect/reaction scenario where the actions of epa cause opposite effect desired in the later part of the year. (cut mandate at wrong time=corn price drops=less planted> bad weather and lower yeilds=extreme high price to corn rather than lowering it).
