They are and have been a big problem here for years here. I have found nothing that will work consistently in controlling them, our yard is like a mine field, I put on insecticide that I used in the spring last week, I think it made them multiply this fall though it worked great in the spring. Cutting double crop soybeans is an experience with those things around.
