Consider makeing a cover/box around one of the tanks - leaving a opening for one cow to drink. Cover the covered tank with composted manure or straw and cover the straw so the animals don't chew into it. Then use an electric tank heater as suggested. Pretty effencent with the cover around the tank . . . .
