Have the same problem here. I wonder if you could take a band of flashing tin and make a mouse guard around the base of the silo. Of course it would be tough to seal all the cracks on ours since most of them have a corrugated surface on the staves.

This is our first year using plastic. Had been buying tarps, but haven't been able to find any that will stay flexible for a while now. We had some old ones that stayed soft and did a good job of protecting the silage. All the new ones get so stiff they allow air to get underneath and don't do much good. This year we mostly used a piece of silage bag plastic and then put one of the old stiff tarps on top to hold it down. One we did, we put down the plastic and then blew a couple tons of silage on top of it to keep it weighted down.

We usually leave the door up on the top of the silo enough for the barn owls to roost on the silage distributer if they want and come and go as they please. It's amazing to see one fly up the chute, but apparently no difficulty for them. Still I think it would be better to leave the door up a bit.
