Yes it is Decatur airport. They have a nice shuttle van haul you back and forth. Tell your friend the identifier is KDEC. They have three runways so wind is not a problem. It is class D airspace so you do have to be on the lookout for traffic because it gets busy in the am and with no radar the tower gets very busy.
