I don't really know Cummins, but on a Cat you can read the codes from the dash display or CatID. I am not aware of any 'cheap' diagnostic tools for heavy equipment. I think the choices are a laptop with OEM software, or Nextechiq. Probably about $2k either way, and you will still have limited functionality.
