I heard on the radio the other day that you're not supposed to clip certain dog's hair short, because it messes with their internal thermostat I guess. I didn't really hear if it was breed specific or not.
I'd try the fish oil, and a flee collar or treatment. Some of the treatments for flees and ticks are also good for their skin.
