Did you plant the radishes and peas right behind the combine? If so, my experiance has been they would have competed well with volunteer barley. However, if the barley was already germinated or growing when planted then any cover crop might get surpressed. What i have learned from my own experiance and other successful cover croppers is that you treat a cover crop like a cash crop. That means a clean seedbed. In winter grains, idealy you have a rain within a week or 2 after harvest to germinate the volunteers. Spray and clean them up, then plant the cover/cocktail. Or, if it's bone dry go ahead and plant the cover/cocktail and they'll compete well with volunteers when rain comes.
