Malithion (sp?)  I think can be sprayed directly on wheat.  Insects have a different stomach than humans so it is safe for humans, but kills the bugs.

I spray my bin walls and floor down with it each year before adding grain in the fall.   

Now this is from my memory of 25 years ago. 

I am sure a label would tell the correct story.
