| Does it have the Simms pump or a CAV pump? Could make a difference... But genreally I'd start by removing the filter and see what kind of flow is coming from the tank. If it doesn't shoot out at a steady pace then trace back to the tank and see if there's an obstruction in the tank or line.
Other than that I'd expect an air leak somewhere on a line. It would also be worth checking to see if the tank vent in the fuel cap is bad. Listen for a 'whoosh' when you open the tank...
