There was a little PP plant during the drought years about 7 years ago around here. Hard to be accepted. If anyone around you within 3 miles planted a milo crop and got it up you may not qualify. At least that was the way it was back then.
Best thing to do is get it planted. The insurance will pay more if you plant and it fails than if you try to get PP.
