Scott City KS | If you are purely after moisture, no till is the way to go. The objective is to keep the soil shaded to minimize . The root structures improve water infiltration. Every tillage practice damages that. The only exception I have seen is tillage in summer fallow where the tilled soil creates a "dust mulch". Any tillage practice is going to reduce water infiltration and takes away residue. At that point it is a value analysis. If you can get a better stand with your turbotill and it outweighs the moisture lost, do it.
