My neighbor came over and stumbled onto the solution. If you need to change the Median rate, you have to go into the COM port setup and change the step size, even if you want to use the same step size for the new target/median rate. You can change it to what ever step size you want as long as you change it. Strange, didn't have to do that last year. Thanks Greg.
