Railroad topsoil question

I'm thinking that it might have something to do with old rotten railroad ties that they may have just piled along the tracks when replacing. After I took a couple of loads to use to fill in ditches, I'm questioning that decision. This railroad was built in the mid 1800's to compete with the C&O canal so I doubt that any dirt was imported from the midwest. Interesting anyway.
