I'm certainly no expert but I believe that the last one I did, I put plumbers putty under the top lip of it and put the rubber gasket underneath the bowl, right before the nut. I don't think the plumbers putty would seal very well if the gasket was on it too, and I think the putty might seal better than a gasket alone. Maybe someone that knows will tell you.
