(1)  No growth or taking on of new debt, no mater the rate or who is offering it, is because times are to uncertain for business growth or survival.

(2) Once again people are reluctant to put their money, retirement saving, into gov. sec. because they may never see it again.

(3) Can't comment on corporate debt on foreign investment.
