I would vote for the outside tile.    My son bought a house a couple of years ago, the main part of the house is old, say 30's or so.  I think you could kayak on the basement floor after a rain, the water was coming through the cracks in the wall and floor.  We dug up the yard with the backhoe, found it had the orange clayburg tile around the base(it must have been blocked  when the highway was paved) put in new tile and t'd the clayburg in with it, ran it to an "outside" sump, and this year the basement is dry!.

In the long run I think you would be more satisfied with the tile on the outside.
