Subject: prevented planting vs. preventive planting

Maybe I'm just a nerd, but I always refer to it as "prevented planting" since you are prevented from taking action (planting). I usually hear people refer to it as "preventive planting" but to me that seems to imply that some preventive action (planting) was taken, which is not the case. Am I missing something?
