Subject: The charts I have from back then are a little hard to read but

I think that the years of 1976,1981,1982,1989,1992,1994,1997, and 1998 would be considered years when they started to fall in the spring and never got back to within about 10% of the spring high.

In 1989 it was sideways until June than dropped, In 1989 it might have got back to within 10% but highs seem to have been put in early,and same thing with 1997.

Like I said the charts I have are not real well defined but those seem to be the years that would have met your question.
