I believe that has been in effect since the vehicle DOT system started. If you were to haul hazmat in a Geo Metro or a mini-van it must be inspected also. I think they are just trying to make everyone aware of the current laws?
Also in MN you must have a fire extinguisher and safety triangles in the vehicle if there is an inspection sticker on the window.
