Country is correct, The cap that tyrically covers the plug acts as a endline terminator. If there is some thing wrong with that termination everything will check in OK but your steering will not WORK. I ran into a simalure situation a few years ago and found out the cap was busted off. I know you said it was a new Mids controller but check it anyway. Good luck.
