Well that's the pits..  Thing is,, some states  WA. included have legalized pot for medical purposes so growing for personal use or a small medical dispensing situation is perfectly legal.  Fed's don't like that at all so they come in and make Oooo  "Drug busts"  so Grandma who's puking herself from Chemo treatments to kill Cancer that's killing her   will NOT be subjected to the evilness of Marijuana...  that at least keeps her from constantly puking and makes her hungry enough to eat and able to keep her food down..
